Toronto- Thier not building a stadium with public money & plus the Tax situation is outrageous there!
St.louis- They've been screwed twice by teams moving. Doubt, they would want to invest serious public money into a new stadium.
London- long shot because of Taxes.
Austin/San Antonio- Have to deal with Jerry Jones loophole.
