Getting 75% of the owners to approve a move is a challenge and would take about two years to complete a move - if the other city is prepared to host the Team. Realistically, at least three years from start to finish.

The article listed 5 Teams:

San Diego: Brown should consult Spanos about dealing with that city ...
Orlando: Really? 4 Teams in Florida? In a city built around tourism? Maybe Browns can play in Cinderella's castle themed stadium, to compete with the theme parks for attracting 3-12 year olds and their parents.
San Antonio: Jerry Jones would make sure Brown doesn't get 24 votes.
Oklahoma City: Maybe Browns can get casino money from Cherokee, Choctaw and Chickasaw Nations - then lose the Team in a game of Poker.
And lastly Salt Lake. That is salty. Moving from a City ranked 28th in GDP and a State ranked 7th to Utah? The entire State's GDP is not much more than Cincinnati's alone.

I don't believe they want to move. Bengals have a good thing going in Cincy, and they know it.

My thoughts are that if the Browns want the ROI on their recent investments in Burrow, Chase and Tee - they need to show that ROI on the field first. Then the City reciprocate.
