St. Antino won't get a team because the Jones family won't allow it and the Bucs wouldn't allow a team in Orlando. The rest of the cities you mentioned are minor league cities or college towns that won't get a team.
I think the funniest thing on that list is Columbus. OSU loses 1 game a year and they want their HC fired. I'm sure Mike and Katie REALLY want to move somewhere that they'll be the 2nd most popular and successful football team in the city with a fanbase that has zero tolerance for losing. (While also surrendering Kentucky to the Titans in order to try to fight the Browns for the same fans.)
Pretty much every city available are either cities that refused public funding in the past and lost a team, or would be taking market territory from currently existing teams whose owners are not going to want that....
-Cowboys and Texans are going to be happy with having to share more of Texas by a team going to Austin or San Antonio. That's money our of their pockets. I don't think there's going to be a 3rd Texas team until Jerry Jones dies, he has too much pull.
-Panthers and Commanders aren't going to want to give up Virginia as a market to a third team. They're both new owners and the 3rd and 12th richest in the NFL.
-Buccaneers and Jags would have to give up territory to an Orlando team.
