St. Antino won't get a team because the Jones family won't allow it and the Bucs wouldn't allow a team in Orlando. The rest of the cities you mentioned are minor league cities or college towns that won't get a team. 
They're tired of being screwed by the NFL. They've lost two teams in 40 years to moving. I doubt they would want to invest in a team without a local ownership.

If Jerry Jones had as much influence on the NFL as some think there would be no Tush Push; he cannot single-family stop a tram from going anywhere nor can any owner of a Florida Team. San Antonio, Austin, and Orlando all have larger populations than Cincy and would love to add an NFL Team.
