If he can't stop the move, he will push for a high relocation fee. Since the fee gets split among the other 31 owners, this would be a far different situation than tush push. Rams and Chargers paid $645M or so each 10 years ago. Raiders paid ~ $350M.

If the Bengals get approved to relocate to Austin/San Antonio region, I could see a $500M+ relocation fee levied by the league. So good luck with that.
