Bengals v. Hamilton County - Square Off

Say just for arguments sake the Bengals did move to another city or to Northern KY or up 75 toward Dayton. What happens to PBS. Is it the cities or the teams? Someone has to pay to maintain it and insure it while it sits empty (Like the Kentucky Speedway, which turned out to be a waste) or pay to tear it down.
