As related to Houston - it was an NFL city already. Texans just filled the void that Oilers left behind.
Cowboys, Longhorns and Aggies are real hurdles that any NFL Team that would relocate to SA/Austin has to overcome. Unlike Houston, you have to build from scratch.
As far as Jones, the relocation fee will tell alot. As the great Frank Reynolds crooned "you have to pay the troll toll"
..if the Bengals decided to move there would be beaucoup opportunities in many cities regardless of the economic convolutions some on this Board suggest
