Bengals have the $$ to get Risner or Hernandez or some other veteran that folks like you and I would consider upgrades over the likes of Volson, Ford, and Patrick.
The guaranteed wouldn't be more than $2 mill even if being paid on a $4 mill, 1 year contract in the event they do get cut.
Maybe these vets have just decided not to try to sign so close to the draft though and they want to wait until after draft for those teams who may have missed out on a certain position, thus driving up the price for certain available FAs.

I am not sure either why we have not signed Risner. But Hernandez may not be ready until middle of the season so I get why we or others have yet to sign him.
