By the article provided it appears they are wanting to add a clause that many other teams already have in place. So perhaps, they're trying to make it not a Bengal thing.
WTS folks will place the onus on the party they "don't like" in this. Not signing at this point is not a Bengal thing or a Stewart Thing, it negociations.
The thing that could be considered a Stewart thing is refusing to participate until signed. Hell, Walter Nolan did do anything pre-draft, was selected just before Stew, in unsigned, and was at camp, as was #2OA Travis Hunter,
