Cowboys - If it was a 1st rounder without giving anything else up besides Parsons, absolutely. But a 2nd rounder (possibly early) to go up to (hopefully late) 1st may not really be much of a boost.
Bengals- If Trey Hendrickson was 26 years old, Do you think the Bengals would sign him to a long-term deal?If yes than why wouldn't the pay for Parsons?
