You're right, he alone wouldn't warrant 2 1sts and a 2nd, but paired up with our 1st the trade makes sense from a value perspective.  The Raiders see that they essentially flip Cooper for Green (upgrade) and use their remaining first and early second to move up 10+ spots in the draft.  It isn't as crazy as it sounds.
