Depending on how the draft falls, there could be an opportunity to trade back at #11. Here are some potential fits for that to happen.

Bengals trade #11 to Washington for #15 and #76.
Why they would do it?
Washington moves ahead of Miami to secure a QB.
Why they wouldn't do it?
They might just choose to just trade their #15 pick for Rosen if he is available instead of giving up 2 picks to secure a QB.

Bengals trade #11 and #149 to Carolina for #16, #77, #100
Why they would do it?
If Sweat falls out of the top 10, they might want to jump up and grab him ahead of the Packers pick.
Why they wouldn't do it?
Carolina needs help in a few places so having one less pick might not be a good plan for them.

Bengals trade #11 and #72 to New York Giants for #16, #37, #143
Why they would do it?
Giants would move ahead of Miami and Washington for Haskins if he fell to there.
Why they wouldn't do it?
If Rosen is available, they could acquire him for less draft capitol.

Bengals trade #11 to Houston for #23, #54, and a 2020 3rd round pick
Why they would do it?
Houston needs a left tackle (which is still a premium position) and Dillard has been moving up draft boards making him less likely to get past a few teams that need Oline help. He has also met with Houston twice in the draft process and they reportedly are high on him. They also have 2 second round picks.
Why they wouldn't do it?
They could wait it out and select him or Greg Little at 23.

Why they would do it?
Haskins
Why they wouldn't do it?
They need help in a lot of places and already have a solid QB.
