IF building through the draft is so important...why don't we have more scouts?

I understand your point and agree with it. They need more scouts. I was just trying to put some logic behind their decisions to have a small department. And I think everyone who has worked with a small group and a large group would agree that it's much easier and faster to get things done with a smaller group.
Zac Taylor 2019-2020: 6 total wins
Zac Taylor 2021-2022: Double-digit wins each season, plus 5 postseason wins
Zac Taylor 2023: 9 wins despite losing Burrow half the season
Zac Taylor 2024: Started 1-4. If he can turn this into a playoff appearance, it will be impressive.
