Watching tape can only show so much.  Attending the actual game allows a scout to get a better feel for how the player reacts in atmosphere, can see his attitude and body language before and after plays, as well as how he conducts himself on the sideline.  Whereas with game tape, you might only see the players lined up from snap to whistle.
