As with anything decisions like trading back are dependent on circumstance.
If you get offered a real treasure trove of either picks or picks plus a legit starter in a position of need then you consider it more seriously. Something like swapping 1s and they throw in a 2 is not serious. Also you have to take into account your serious evaluation of the player you propose to take at #1.
I like Burrow, but not to the point where I would support a repeat of our notorious turning down the Saints trade offer so we could pick Akili Smith.
