Is it me or are 95% of kick off returns flagged? I swear no matter what team or game I watch it seems certain there will be a penalty on almost every return. How is that even possible?

Ravens burnt 3 seconds off of the clock for 5 yards off before their punt.  I'm kind of impressed if they did that intentionally, but judging by the guy's anger, it wasn't.
