So.... if there's an obvious PI non call outside the 2 min mark, can that be challenged? What I'm asking is can you challenge a non call or call that should have been.

I believe that you can now. 

Either defense play is gonna change or this could get old very quick. You'll basically save your two challenges for 3rd down incompletions, every time.
