I thought the NFL made it a rule that all teams have to play a Thursday night game?

I think it’s every team has to appear on either TNF or MNF.

Perhaps the schedulers saw the Bengals debacle coming.

I believe that a team must have at least one prime time game.

With the Bengals they had theirs against Pittsburgh where they promptly blew chunks all over the Heine's Field while Mike Brown was snoozing in his box. I guess the ketchup was bad.

Add in SNF as well and I'm pretty sure this is the answer.

The NFL decided that every team would get at least one primetime game a season. The addition of Thursday games easily made that a reality. That was the stipulation in regards to scheduling, not that every team gets a Thursday game.
