As Fred already said, a lot of it has to do with getting an honest answer.
Think about when you know you've got something important to say. Meeting with your boss, presentation to coworkers, your wife found her sister's phone number written on a prophylactic in your wallet. Do you blurt out the first (and typically most honest) answer? Or do you practice what you're going to say?
If you give someone 20-30 minutes, they're going to sound like they're reading a script. And in some cases, they could be.
