That is what I am seeing.  Many of these picks are tipped passes, but defenses are realizing that Burrow, when he throws short/intermediate, is really trying to fit balls w/o much velocity into really tight windows.  If the defender plays close to the receiver, then there is a chance they can jump these routes.

Leave Burrow in to try to get his head back on. He wasn't drafted for a cannon arm - he was supposed to have elite level instincts, awareness in the pocket, knowledge and also sufficient escapability. His arm hasn't been the issue - he is suddenly playing like he had a lobotomy.
