I "heard" it was always Tua until Burrow's run began to be noticed. There was never a "tank for Burrow". Then Burrow was his top choice. Burrow really wasn't on many peoples radar until November (after he beat Bama). Remember he was considered a 4th-6th round pick.
If Ross's eye for talent was good enough to spot Burrow as the top pick early, he wouldn't be in this position (as he would have drafted Herbert of Tua).

I think Burrow would have balled out under Ryan Day and Urban telling Joe that Haskins had a slight edge heading into fall camp in 2018 shows the influence Ryan Day was already having on Meyers thought process cuz the unathletic Haskins did not have the type of skill set Meyer had usually preferred.
Im glad everything happened exactly how it did regardless cuz of where we've ended up obviously.
