I agree.

I've proposed it in the past.  Half the distance on the defense twice in a row should give a first down.  Half the distance twice in a row on an offense pinned deep should move the line to gain by the penalty yardage.  Ex.  Hold on the 5 and backup to the 2 1/2.  Hold again, and move the line to gain 10 yards further.
