I do understand what you are trying to say. You are saying the scale moves based on how the collective class/group performs.
If the average for the class is 85%, then below 85% is unsatisfactory to you.
Likewise, if the average for the class is only 60%, then you're fine as long as you're above 60%.

18 QBs have a completion percentage of 65% or more.
What is your definition of "good" when it comes to NFL?
Is good just Top 10? Top 15?

If we go Top 15, that's 66%. Just 1% point higher.
Top 20 is 64% or higher.

It's my personal opinion, but I don't think 2% is a big difference, even if it means going from Top 15 to Top 20.

Regardless, I think Burrow is doing fine now that he's (at least mostly) past his injury.
His first 3 games, his completion percentage was 55%.
His last 3 games, his completion percentage was 72%.
Burrow's career average is 67.6%.
So IMO his accuracy is fine now that he's back playing closer to normal.
