Some may say the point is for "practice" but if they aren't even good enough to cover a game when 3 starters have went down (forcing the team to sign a 34 year old off the street and play them 3 days later), then are they even good enough to practice against? They clearly aren't being developed. 
exactly and with lou's track record on not playing certain players for no good reason it really infuriates me..We could've used Dominique Davis girth in those 1st 2 weeks he couldn't have done any worst than Carter but lou refuses to do the obvious all the freakin time..

I'm not sure it's Lou's call on who gets called up. I mean, I was surprised as well he wasn't brought up, and this is not to defend Lou, but I'm not going to bash the man for something that is probably not his decision.

The first thought that comes to my mind is Carter was a 3rd round pick whereas Davis was an UDFA.
They probably didn't want to bounce Carter off just yet because they thought he had good potential.
Just like how they kept Carman and D'Ante Smith around for so long.

If you promote Davis, you gotta make room for him.
They could have tried promoting him instead of adding Lawrence Guy, but Guy is a proven NFL vet that they needed badly as a stopgap.
Given the 3rd year is the big year for most young players, I can see Bengals not wanting to give up on him quite yet unless there was a work ethic or off-field problem.
