With 32 QB positions on earth and 16 games per season I would say that game time is at a premium and there HAS to be a way to determine if a guy is likely to be good or not without allocating precious game time to him.
Its def not a science or the Browns wouldn't be on their 20th QB in 10 years, Ryan Leaf would have never been drafted 2nd overall, the Titans wouldn't have drafted Vince Young so high if at all and the Redskins wouldn't have given up the farm for RGIII.
Those 4 cases pop into my head without even thinking or looking up stats of "failed" supposedly can't mis QB's
