Does this magic rule apply to every team or just Pittsburgh?

We might as well do that every time it's close to endzone to keep from being pinned inside the 5 yard line.

Does it apply on kickoffs too? If it's ever near sideline just muff it out of bounds for the penalty on the kicking team and you start at the 40 yard line.

It doesn't matter here because of the penalty, but that's weird.
