Most fans (including me) were wrried about they way he seemed to decline at the end of the season.  But punter is not the type of position where a players gets worn down over the course of the season.  Age will eventually erode the skills, but it usually would not happen in such a short period as the course of one season.  Basically the regular season is just like practice for a punter.  Ther is no increased "work load" from playing games.

So whatever Huber's problem was at the end of last season (maybe a minor injury or personal issue?) it might be completely gone (fixed) by now.

I wonder how much time and effort the Bengals scouts put into evaluating other teams 'bubble' players?

Agreed.

They have probably already scouted all the rookies during the draft and UDFA signing period.  But I am sure they also spend a lot of time watching films of preseason games and talking to other coaches around the league.

Random thought here. Many have probably already asked themselves this, some no doubt smarter than I in football matters know the possible reasons why…but why are the Bengals (and other teams that do it) so enamored with their punter being the holder? Why isn’t the backup QB and the third stringer being coached to be the holder on kicks? It just seems to have more benefits than having your punter do it.

Well, the punter is a drdicated special teamer. The QB may have to play in the games if QB1 gets hurt. Plus  oft times the punter is the PK#2 and has some experience kicking. It helps.

It is easier to have all the "skill players" on the special teams available to practice and attend meetings at the same time.  A back up QB would need to practice and attend meetings with the offense.

That is just my guess.

While this kind of experience is very rare, and I certainly don't expect it with Pryor, it is not unknown. One of the Bengals cuts in 2012, when they went to 53, was James Develin, who was grabbed by the New England Patriots. He went on to be their starting fullback; we got to watch him in two Super Bowls, a Pro Bowl, and be named the NFL's 2nd best fullback one year (2017).  

The Bengals know they are taking a risk with Pryor, but the competition at WR on the Bengals is just very stiff. And other teams are also struggling with their 53; they can just let him go to the Bengals practice squad and poach him if they find themselves needing a WR. And then I believe the Bengals get an opportunity to match.

As someone mentioned, it's actually because of the potential of QB#2 becoming the starter mid game. You won't send him out to be the holder at that point and so then you not only messed up your offense with the injury but the mechanics of your kicking game have now changed.

Thanks for the replies Fred and Isaac! I get the reasoning if we’re only going with two QBs. Do you see teams who carry three QB try this more or is the punter as the holder pretty much done league-wide? I don’t really pay attention to other teams’ special teams units.

The biggest reason is that three specialists always hang out and do their thing on a separate field during practices.  The backup QB needs to get mental reps at the regular practice.  It makes sense to have the punter hold for the kicker since he is AVAILABLE to do so during the entire practice, whereas the backup QB is throwing during practice, and taking mental reps while watching the starting qb.

If you have a QB holding it opens up the possibility of more trick plays for sure and the opposing defense needs to account for that.
