I at least expected something taken out of context but that provides NO RAMBLING OR INCOHERENT SPEECH!  

The only thing that could even be REMOTELY considered as incoherent rambling like Biden does is at 20 seconds when he starts to say "if I ran as a liberal Republican," but then quickly corrects himself and doesn't lose any flow in the speech.

About his uncle, he's just pausing and further elaborating on his points, which looks like he's stuttering or just going off the rails if you just look at the text, but not when you view it in the video!

I would be happy to change my mind if you posted anything with any value!

Biden seemed ok in the campaign but looks noticeably worse now, meaning that he could be in the early stages where the signs aren't that clear, which is why his administration seems to be hiding him.
