Size matters.  One drop of mustard gas would not constitute a weapon of MASS destruction.  A hand grenade can kill several people but it is not considered a weapon of mass destruction.

What would you call an artillery round filled with a nerve agent or weaponized smallpox?

Already addressed this.

Review Colin Powell's speech to the U.N.  He claimed they were actively pursuing nuclear, biological, and chemical weapons. No evidence has been found to support those claims. Any chemical munitions found were rusting, unstable, and in many cases inoperable pieces of junk from the Iran-Iraq war.

He also claimed an al-Qaeda connection. There wasn't any al-Qaeda in Iraq until after we invaded. Do you know what al-Qaeda in Iraq is called now?  ISIS.

It's been going on for a long time. Basically, military command put in place early 2000s is still mostly in place. And since the early 2000s, they've been telling Cent Comm what to tell them. The military — which relies on info provided from Cent Comm and Socom to know who and where to fight — has been telling Cent Comm and Socom who and where to fight. To the point that analysts are told what to put into reports that go back to top military advisers or the president.

That's absurd.

In general, most all your NBC munitions are considered WMD to include artillery shells designed for NBC purposes.
