It's obviously govt workers.  I kid you not - a few weeks ago I walked past some city workers planting a tree and about 8 standing around while 1 guy was working...and there was another spot 20 feet away where they were going to plant another, so it's not like they didn't have something to do.  I was tempted to take a picture.

Meanwhile, they NEVER catch-up with all the potholes and cops are understaffed in just about every city.

Yeah, efficiency is a big issue going around in the public sector these days. They focused on efficiency recently in our legislative session here, and they put an extra microscope on public higher ed. They made some rumblings about it and so our BoV asked us about it so we hired, of our own volition, an agency that does efficiency studies in government agencies. We came out looking great because we do a lot of things here that others don't. But the same agency has done other agencies/departments around the Commonwealth and they did not turn out so hot.

Gotta keep budgets high so they extend jobs. God forbid they actually save money. And finish early.

I think it is a vision of the future. Fewer people doing actual work, more people doing "find them work" or "create your own work" type jobs. Technology, automation, and even greater efficiency are combining to make that our future. Already in America the dream is no longer 'find a job, marry, have kids and retire'. Today, it is 'find a job, invest wisely, quit work and live off the investment'. People have their own opinions about whether that is good or bad. But it is the future.
