I think he's referring to Obama's mandate to initiate the de-militarization of police, weakening their ability to safely apprehend dangerous individuals.
Trump would likely nix that order and send them even more military surplus.

Seems to me that Trump has become an unstoppable force.

So far, the harder his opponents have tried to knock him down, the more they have lifted him.
