I knew about it.  The point of it was to prevent a player from diving without being touched, then having guys dive on top of him as he starts to get back up.

The problem is it has NEVER been attempted to be called until now, when that play has happened hundreds of times this year.

Because it was a screen! If you try anything you’ll have ineligible lineman down the field.

Yeah Driskell actually did the right thing there considering the Chargers knew it was a screen right after the snap. So it was either throw it in the dirt to punt, or risk a turnover with no chance of Gio making something out of it.
