I do a lot of photoshopping for work, so I like trying to spot the fakes. If that one is, they did a very good job. One of the easy ways to tell is usually the noise. Usually the parts edited will look more or less pixilated. Especially on highlighted areas. That one is pretty consistent. There's also not much blurring why someone was cut in or out. My guess is it's less photoshopped and more of just good timing where someone got the photo when someone had stepped out of the frame.

Here is the source for the picture everyone is arguing about, in case anyone is interested. The original image doesn't look like a shop job at all, but it was likely just timing. The Durham GOP has quite a few black members on their roles.
