Obama had promised zones. Analysis shows that Trump's oppurtunity zones have not increased employment as he claimed they would and they have led to more development for higher income housing. It failed to include framework to promote community development as it claimed to do.

The GOP killed the reform bill in the Senate when Obama supported it. When Trump got into office, they passed it. He threatened to veto it but Ivanka got Kanye to tell him to support it.

I just googled it, Black unemployment is now at 13.2%, which is more than 5% higher than it was when Obama left office.

Is that number pre-COVID? Because if not, that's disingenuous at best.

Blacks and hispanics still, generally, have higher unemployment rates, but they have improved.

In the interest of not being disingenuous all around, though, in Jan. 2010 they were 16.5 and dropped pretty consistently from there on for blscks specifically. Likewise, the numbers were high across the board when Obama took office and consistently got better through both his year's and Trump's.

Personally, I don't think either POTUS did a lot to really make dramatic improvements in employment, but I don't think either did a lot to screw things up.

My position is that if you're choosing to promote the premise that the President takes all credit for unemployment rates, you have to be consistent in it.

So the original poster of the meme should accept that any unemployment rate falls onto the president, no matter the circumstances. I didn't post the meme. 

Of course, that wasn't the only false premise with that meme.
