Plus, like the immigration example, if you know you cannot get welfare while taking drugs and you know you will be tested I wonder how many people would magically drop off of, or never apply for welfare.
Ahh, context of what I was talking about was finding money to actually do things. If your talking about a net loss to taxpayers that’s another discussion for another thread I guess.
