Nati answered it pretty well but I'll add that had the former guy had any inclination to do his job, or least to understand it, we wouldn't be where we are now either.  

All he had to do was take it seriously enough to get advice from people who knew their jobs vs wanting to be center of attention at every press conference and lie about the disease to the American people.

In the meantime Biden's administration has a website that was launched last week to send free tests out.  Seems to be working well.
