No, this is not a shot at those friendly, contrite brown skinned folks who manicure your Golf course, or clean your motel room.  (never mind them, they are just here to earn money, and pump it into their Mexican bank accounts, where it is currently worth 18.62 pesos per dollar)  This is about stopping terrorists, disguised as dual citizens, pretending to be here for school, work, or vacation.  People that may have a strong desire to kill as many Americans as they can, all for their hatred of our cultural differences.  (never mind the Mexican illegals, many of whom are members of the drug cartel gangs..)
