Women and mens hair are not the same. 
The texture and flow are different. That is why i said i could support him if he didn't cite religion as his reason. If he's never been trained in cutting women's hair, then he has a valid reason. It's the same for black people (men and women) as well. 

His best response should've been something along the lines of "I'm sorry, but i am not trained on how to cut a woman's hair." 

Saying it like that would make it almost impossible to try to take any legal action against him.
