I think you mean ICE.
And not always.
Plus you have to realize that ICE is not the one who supplies the manpower yo go out and find these people. They just step in when some other agency has the offender in custody for an offense unrelated to illegal entry into the country.
Local authoritie may get involved in "illegal entry" cases on the border. But local authorities genrally don't hunt down people and try to arrest them on illegal entry charges.
