If you're an Irish company and a Chinese company tries to buy you out, they let you touch the Blarney Stone.
You do not have to be a US citizen or corporation to apply for and obtain a US patent. Over half of US patents granted, and re-issued, in 2014 had foreign origin.
As usual, this is a bunch of bluster making promises or justifications that completely ignore how the world actually operates.
