Yes there are.
But these new laws prevent the assaults from ever happening. That is the way are laws are supposed to work.
There are punishments in place for people who cause wrecks from driving too fast. But that doea not prevent us from also havinf speed limits to prevent the crashes from happening ion the first place.
i can give dozens of other examples if you still can't grasp the concept.
