It's pretty clear he is saying that there is no need for anti trans bathroom laws because the problems they seek to solve do not exist. 

And when I say it's pretty clear, I don't mean that's my opinion. I mean those are his words. Not sure why you're getting into interpreting stuff or using the phrase "means nothing". Either you agree with Krauthammer that no problem exists and these anti-trans laws are pointless or you disagree with him.

Whether or not these anti-trans laws are in response to laws that protect the rights of trans people is irrelevant. Does a problem exist? No, ok then, Krauthammer is 100% correct.
