You have to read the whole passage. They try to trap Him, and He turns it on them. He says sure give Caesar what is his, but make sure to give to God what is His. Oh and everything comes from God.
Even if you read it as mainly liberals try to push it, it certainly isn't promoting any sort of government. Even evil capitalistic societies pay taxes.
As Matt pointed out, Jesus vision of an ideal society would be a non-governmental purely communist society.
