Even if you read it as mainly liberals try to push it, it certainly isn't promoting any sort of government.  Even evil capitalistic societies pay taxes.  
As Matt pointed out, Jesus vision of an ideal society would be a non-governmental purely communist society.

By liberals, do you mean Protestants?  Because I only know how Christians try to push it.
