You don't trust the FBI/CIA/DHS, so what hacker(s) do you trust to interpret the FBI/CIA/DHS evidence?  If you don't trust the FBI/CIA/DHS, how can you trust any evidence or report they release to the hacker(s) you trust?  Just seems like a situation you're not going to believe anything, so what is the point?

Did you ever think maybe they don't won't to release a public report because it might divulge techniques to detect cyber attacks they don't want to share?

They already pointed out what techniques were used.
So release the evidence. Show that the Russian Government was involved.
