So, I can say that 100% of illegal immigrants are criminal just by being here illegally.
Many of them are people whose initial work visas have expired and they're waiting for guidance from the federal government. Sometimes for decades. The system is horribly ineffective largely because its understaffed.
Also, not being legal doesn't mke them criminals. If you get a parking ticket, you violated the law, but that doesn't make you a felon. If you violate immigration law, likewise you aren't convicted of a felony. It's not the same as armed robbery.
