FWIW, I'm sure it will come down to what I said a few months back. This barrier will be built by the Corp of Engineers and Trump will milk that all the way to 2020.

If it's done like Corps projects in my area, then the debate is over. In 30 years, there still won't be any funding for the project, which will get restarted every few years with a couple millions dollars of funding, then mothballed again. Basically, it'll just be a long, slow waste of money instead of a short, quick waste of money.
