Some would. But that implies one was fully aware of details and willfully provided the wrong information rather than speaking incorrectly or misunderstanding a question or what have you.
I have a habit of not saying someone is outright lying and instead talk about them being wrong. I do it with Trump all the time, and I'll do it for Schiff, as well.
