That's exactly what he meant. The issue is with him saying "if we get rid of the ballots" because he believes in a vast conspiracy that hasn't been even close to proven. Trump's administration has had court cases thrown out about the fraud due to lack of evidence.

So simply saying I don't have to answer that because I think I will win would be "acceptable" (I guess) but saying "we'll see" isn't. At least in my book. Whether it is Trump or not.
