I can imagine a lawyer saying stuff like "as far as I know it's true" but that would be in the case where some low-rent ambulance chaser is trying to get a bs payout for oversalted fries from McDonalds. The idea that the president's top lawyer is making "Hey, it might be true!" arguments to say that an entire presidential election was rigged is just the craziest thing ever. I don't see how this is anything but flat-out anti-American propaganda.
Trump and people who value him over democracy just need to leave this country and live their best lives in a dictator-run shithole country. They'll love it and if we miss them, well...I'm willing to take that risk.
